Zhejiang Energy Zhoushan Liuheng LNG Terminal, Zhejiang, China

To ensure the gas consumption of over 280 million households for one month during the peak winter gas consumption period, reducing 28 million tons of CO2 emissions, which is equivalent to planting 58.95 million trees.
Zhejiang Energy Zhoushan Liuheng LNG Terminal is located in the southwestern part of Liuheng Island, Zhejiang Province. It is expected to be completed and put into operation in 2027. Designated as a key Zhejiang provincial project under the "Thousand Projects, Trillion Investment" initiative and the "Green, Security, Stability" program, this terminal has a Phase I capacity of 6 million tonnes per annum. The facility includes one dedicated 150,000-tonne LNG berth, four 220,000-cubic-meter storage tanks, and supporting infrastructure. Main construction began in September 2023, with commissioning targeted for 2027. At full operation, the terminal will deliver 8.4 billion cubic meters of natural gas annually—sufficient for 46 million households.
 
The LNG terminal has an annual throughput capacity of 8.4 million tons, featuring four LNG storage tanks with a capacity of 220,000 cubic meters each and a 150,000-ton special-purpose jetty for LNG vessel.
 
HalcrowSea and China Huanqiu Contracting & Engineering Corporation (HQCEC) have formed a joint venture to jointly undertake the preliminary design and detail design of this project. HalcrowSea focuses on the design of the intake and outlet facility, provides procurement technical support and resident representative services, and has collaborated with the client to complete the procurement and construction work. The dynamic backwashing system for seawater pump house independently developed by HalcrowSea has also been applied in this project.
 
The project accelerates China's national natural gas production-supply-storage-marketing system development, ensuring secure and stable gas supply for Zhejiang and surrounding regions while advancing economic growth and energy structure optimization in the Yangtze River Delta.
