LNG Gasification Station, Cambodia

Cambodia is stepping up efforts to develop clean energy industry.
Cambodian Natural Gas Corp., Ltd. (CNGC), established in 2015 with Cambodian government backing as the nation's designated natural gas operator, is developing a strategic LNG regasification terminal in the Srae Ambel Clean Energy Special Economic Zone, Koh Kong Province. The facility, designed for a total capacity of 3 million tons per annum (MTPA), will be implemented in two phases.
 
Phase I (1.5 MTPA) will primarily supply natural gas to a 1,200 MW combined-cycle power plant. The terminal configuration includes a 180,000-cubic-meter LNG storage tank, process facilities, LNG truck loading station, elevated flare system, utilities and auxiliary production units, metering infrastructure, LNG jetty, and water intake systems. Provisions have been reserved for Phase II LNG storage expansion.
 
HalcrowSea was commissioned to conduct a comprehensive technical and economic evaluation. Our scope encompassed assessing technical and commercial risks to align investment with local market dynamics, developing the investment framework, evaluating terminal concept schemes (including jetty and FSRU options), performing economic analyses, identifying investment risks, and formulating risk mitigation strategies.
 
This landmark project exemplifies deepening China-Cambodia cooperation under the Belt and Road Initiative, advancing Cambodia's clean energy transition while establishing foundational natural gas infrastructure to support sustainable economic growth and energy security.
