Guanghui Energy Co., Ltd., a Shanghai Stock Exchange-listed private enterprise, developed the Qidong LNG terminal in Jiangsu Province to expand its LNG trading operations in China. 
 
As the nation's second privately-owned LNG receiving terminal, the facility accommodates LNG carriers ranging from 19,100 to 150,900 cubic meters. Phase I comprises two 50,000-cubic-meter LNG storage tanks, with Phase II and III slated to add two 160,000-cubic-meter full-containment tanks.
 
Retained by Guanghui Energy, HalcrowSea conducted a series of specialist studies including master plan, concept design, design review, process optimization study, LNGC emergency evacuation studies. In consideration of global LNGC safety accident research and international rules and codes, Hazard Identification (HAZID) and Quantitative Risk Analysis (QRA) were also carried out to identify risks and figure out hazard area during LNG emergent evacuation.
 
Qidong LNG terminal represents a milestone in China's energy sector liberalization, demonstrating the growing role of private enterprises in critical national infrastructure. The rigorous safety assessments undertaken establish a benchmark for subsequent private-sector energy investments while contributing to local economic development and environmental objectives.
